THE FLYING WING

The "pause" will be missing from scrums during the Air New Zealand Cup rugby competition which kicks off on Thursday.

The New Zealand Rugby Union (NZRU) has been granted dispensation by the International Rugby Board to trial a variation of the scrum engagement law.

The "crouch, touch, pause, engage" command voiced by referees before every scrum has been in use for 18 months.

However, a three-step sequence will be trialled in the domestic competition which runs until late October. It will comprise a "crouch, touch, engage" command.

NZRU high performance referee coach Colin Hawke said the four-step engagement had resulted in no marked decrease in the number of collapsed or reset scrums since January 2007.

"It was found that some players had problems with the four-step sequence as they were primed to engage following the touch call, and the extra call often resulted in an early engagement," Hawke said.

"Through this Air New Zealand Cup trial we will be able to determine whether the three-step sequence helps to further reduce early scrum engagements, resets, and collapsed scrums."

Attention USA Rugby Supporters and Administrators:

Per the attached memo from the IRB, please note that there was an error in the wording of the ELV Law 17.5 circulated to Unions after the Annual Meeting of Council 2008.

The correct ELV Law 17.5 reads as follows:

17.5 Successful End To A Maul

(b) A player may pull a maul to the ground providing that player does so by pulling an opponent in the maul down from the shoulders to the hips.

*NOTE:  It is not legal to drop a maul by pulling down a teammate.

Please disseminate this information to all referees, clubs and societies throughout your respective TUs and LAUs.

Ruling: 3: 2008: 13 May 2008

The New Zealand Rugby Union has requested a ruling relating to Law 20.3.

Law 20 was amended with effect from January 2007 - a four stage engagement process was introduced. This was promulgated to reduce the impact and the velocity of the engagement process. There are some teams who employ a practice whereby the Number 8 does not bind in accordance with Law prior to the scrum engagement. The Number 8 stands and pulls back on the locks shorts and then pushes the locks forward which would appear to increase the impact of the engagement process and can increase instability.

Law 20.3 (f) states - Binding by all other players. All other players in a scrum, other than front-row players must bind on a lock's body with at least one arm. The locks must bind with the props in front of them. No players other than a
prop may hold an opponent.

The NZRU believe that this means that the Number 8 is obliged to bind in accordance with Law 20.3 (f) on engagement and if he does not do so renders himself liable to sanction with a penalty kick.

The Designated Members have ruled the following in answer to the question raised:

The Designated Members confirm that all players including the Number 8 are required to bind in accordance with Law 20.3 on engagement.

Additionally Law 20.7 heading states WHEN THE SCRUM BEGINS whilst 20.7 (a) states:

Play in the scrum begins when the ball leaves the hands of the scrumhalf The word play within the body of the Law indicates the start of the contest for the ball rather than the engagement process. Players must therefore conform to the Laws from the time that the scrum is awarded including Law 20.3.

ELVs to be trialled worldwide

Assistant Referees

  • Assistant Referees can assist referees in any manner required when appointed by a match organiser

Posts and flags around the field

  • The corner posts are no longer considered to be in touch in-goal except when a ball is grounded against the post

Lineout and throw

  • If a team puts the ball back into their own 22 and the ball is subsequently kicked directly into touch there is no gain of ground
  • A quick throw may be thrown in straight or towards the throwing team's own goal line
  • There is no restriction on the number of players who can participate in the lineout from either side (minimum of two)
  • The receiver in a lineout must stand 2 metres back from the lineout
  • The player who is in opposition to the player throwing in the ball may stand in the area between the 5 metre line and touch line but must be 2 metres away from the lineout
  • Lineout players may pre-grip a jumper before the ball is thrown in
  • The lifting of lineout jumpers is permitted

Maul

  • Players are able to defend a maul by pulling it down
  • Remove reference in Law to heads and shoulders not to be lower than hips

Scrum

  • Introduction of an offside line five metres behind the hindmost feet of the scrum
  • Scrum half offside lines (must be in close proximity to the scrum as present Law or must retreat five metres)

ELVs to be trialled in an elite Northern Hemisphere competition

Sanctions

  • For all offences other than offside, not entering through the gate, and Law 10 - Foul Play, the sanction is a Free Kick

Tackle and ruck

  • If the ball is unplayable at the breakdown, the side that did not take the ball into contact will receive a Free Kick

Maul

  • If a maul becomes unplayable, the team not in possession at the start of the maul receives a Free Kick

ELVs to be referred back to LPG for further analysis and possible experimentation

Lineout and throw

  • Incorrect throw (not straight) the sanction is a Free Kick

Tackle and ruck

  • Offside line occurs immediately at the tackle
  • Players who are on their feet can play the ball with their hands
  • There are two Penalty Kicks warded at the tackle and ruck - offside and foul play
  • Reference to unfair play added to Law 15 (tackle: ball carrier brought to ground)

Offside

  • Players are only put onside after a tackle when they retreat past the tackle or the ball has moved five metres away from the tackle

Kick-off and restart kicks

  • Incorrect kick-offs and restart kicks result in a Free Kick for the opposition

Note

Those SANZAR Unions that are currently experimenting with ELV trials in the Southern Hemisphere - in competitions such as Super 14 and Vodacom Cup - will be allowed to continue those trials including the sanctions ELVs until the end of the global trial of the approved ELVs (August 1, 2009).
