executives sayを抜かして読んでみましょう。
そうすれば、which could lead .... というふうに先行詞が　self-driving cars　ということで意味が通じます。それ(which以下)を「executiveが言っている」ということ。 理屈抜きで考えるならその方法。

よく使うような例として、こんな文章を思い浮かべましょう：
Who do you think you are?
I don't know who you think you are.

で、理屈で考えてみます。
もとの文
Nissan is excited about the potential of self-driving cars, which executives say could lead to improved safety,....
は
Nissan is excited about the potential of self-driving cars.
