「スリランカで人道問題調査を」タミル人が日本政府に要請
政府軍は、「人間の楯」・非戦闘員数十万人に砲撃を浴びせた
１８日まで続いたスリランカ政府軍による反政府武装勢力ＬＴＴＥへの猛攻では、「人間の楯」となった非戦闘員のタミル人に夥しい数の死傷者が出た。「実態を調査し援助の手を差し伸べてほしい」と在日タミル人たちが２０日、外務省に要請した。
同胞が政府軍のＬＴＴＥ掃討作戦で犠牲となった。正確に言うと死傷者の数など惨劇の実態さえ明らかになっていない。バラムルガンさんは「自分の家族が被災したように胸が痛い」と話す。
小学校の教室となっていた野戦病院が爆撃され、児童を含む３７８人が死亡した。政府軍スポークマンは「ＬＴＴＥの仕業だ」と主張するが、病院の医師は「砲弾は政府軍の支配地域から飛んできた」と証言する。
国際人道法に違反する病院への攻撃の実態を知っている医師が行方不明になっている、との情報もある。被害の実態を明らかにするためにもジャーナリストや援助団体を、戦闘があった地域に入れるべきだが、スリランカ政府は拒んでいる。
外務省を訪れた一行の一人ラバスブラマニアンさん（２８才）は「ジェノサイド（集団虐殺）があった」と主張する。
ラマリンガン・アルルさんらは外務省アジア大洋州局南西アジア課の課員に「『国連が正式な調査団を入れるよう』日本政府は働きかけてほしい」とする要請文を手渡した。イギリスなどでもタミル人が国連への働きかけを政府に求めている。

Sub. : Sri Lankan War – Demand immediate UN Security Council intervention `to formally assess the conflict zone to delivers humanitarian aid and to know the real situation’
Sir/Madam,
For the last one month or so the world has been witnessing the Sri Lankan security forces bombing helpless Tamil civilians caught in a narrow strip of land in the Vanni area, Sri Lanka killing thousands of children, women, elderly and men. The Sri Lankan army has used aerial artillery bombing and shelling of hospitals, shelters, habitations and trenches using banned bombs like cluster and chemical bombs. The Sri Lankan Government has deliberately deprived the civilians of food, medicines, water and shelter causing severe starvation, malnutrition and death. Before the war the Sri Lankan government had used the `war on terror’ as an excuse to persecute Tamils and others questioning the regime. Thousands died due to abductions, enforced disappearances, executions, rapes, sexual assaults, and worse.
The UN estimates over 7,000 Tamil civilians being killed in the war in the last 4 weeks alone. The war has to be stopped immediately. We therefore request the Japanese government to support the UN Security Council to take the following actions in Sri Lanka.
(i) Immediately order `military intervention for human protection’ to stop the killings of Tamil civilians in Sri Lanka under the `Responsibility to Protect’ doctrine;
(ii) The UN Security Council to formally assess the situation delivers humanitarian aid and gain access to the conflict zone immediately.
(iii) To take under the control of UN agencies administration of the camps for IDPs and northern areas.
(iv) Refer to International Criminal Court to investigate into crimes against humanity committed by Mahinda Rajapaksa, Gotabhaya Rajapaksa and Sarath Fonseka of the Government of Sri Lanka.
(v) At the final battle it is feared that more than 30000 Tamil civilians killed, demand the international agencies to access the area to know real situation.
And also we request Japanese government to ensure that their development aid promotes sustainable peace and human rights now and as the conflict concludes.
A major blood bath has already taken place. The massacre by the Sri Lankan security forces will annihilate a major portion of the Tamil community unless stopped immediately. We trust the UN will intervene immediately.
